SYNOPSIS OF EVENTS

NARRATIVE
On 6/ 25/ 2020 I was dispatched to contact Marlene Lynn Buising DOB/ 1976-05-27 regarding harassing communications. I spoke with Marlene and her husband, Ryan Boyd Buising DOB/ 1971- 08-26, at their apartment.

Intial Report

Marlene explained that about two weeks ago she received harassing messages from an unidentified woman who thought Marlene had the woman' s child. Marlene received more messages on 6/ 25/ 2020. Marlene had no idea who the woman was or who the child was; she and Ryan live alone in the apartment.
The woman knew their names, the church they attend, the types of vehicles they own, and that Marlene had a recent credit card judgement against her.

All of the messages were via Facebook or Facebook' s Messenger app from users " Jessica Danielle" (jessicac1592) and "Sabrina Maximus." The Jessica Danielle profile indicated a birth date of January 15, another name of Jessica Cook, and a name pronunciation of " Hart-ger." I searched DVS and CJN and located
Jessica Danielle Hartger DOB/ 1992-01-15 AKA Jessica Daniell Cook. Her online DVS photo appeared to match Burnsville

the photos on the Jessica Danielle Facebook page. The Sabrina Maximus account did not have public details about the user.

With Marlene' s permission, I photographed her phone screen (with the suspect Facebook profiles) using the AXON Capture app on my department-issued phone, and I uploaded the photos to Evidence. com. I advised Marlene to take screen shots of all communications from the suspect and save them.

I located a record of a recent Lakeville PD investigation involving Jessica, and I called Lakeville PD Detective Wubben. He explained that he had multiple cases with Jessica, who had been involved in a child custody dispute. He advised that due to a clerical error in the court, a court document related to Marlene was accidentally put in one of Jessica's files. Jessica was a paralegal with access to MGA and she located the file and believed that Marlene had her child. Detective Wubben advised that Jessica is transient with no known
address or phone number. ( She uses different numbers through internet-based calling systems).

I advised Marlene to send Jessica a Facebook message reply stating that she feels harassed and wants no further communication from Jessica. I sent Jessica a Facebook message identifying myself, explaining that Marlene and her husband have nothing to do with Jessica's situation, that they feel harassed, and that Jessica should stop contacting them. The following morning I found a lengthy, rambling reply from Jessica with phrases like "I don't do business with cops and I don't negotiate with domestic terrorists or pedophiles." I uploaded screen captures of our messages to Evidence.com.

Conclusion

I called Marlene and updated her. Detective Wubben had provided contact information for the 360 Communities Victim Advocate who was working with Jessica's other victim. I gave the information to Marlene and advised her
to consider requesting a Harassment Restraining Order immediately. I also advised her that she and her husband should consider creating new Facebook profiles using aliases.

The case will be inactive at this time. However, if Jessica continues to harass Marlene I will re-open the case and create a supplemental report.
