NARRATIVE On May 30th, 2020 I, Trp. Joseph Setnes was working as part of a Mobile Response Team detail in the city of Minneapolis responding to a disruptive/disorderly group of protesters near Lake Street and Grand Ave who were starting fires, throwing items at law enforcement and yelling obscenities. Our group had formed a secure line at approximately 0235 hours near the intersection of Lake Street and Grand Ave just into a parking lot covering an alleyway when we observed three individuals in the alleyway. We told them several times to go home and disperse. They continued to walk slowly down the alley towards our contingent of Troopers. The group then came within approximately 20 feet of us so I told them all to be seated on the pavement. They were all told they were under arrest for unlawful assembly. Trp. Turrito SP56 searched the pockets of JESSICA DANIELLE COOK 01/15/1992. I took custody of Cook and waited for transport to arrive. She was placed on transport with all of her belongings. I then cleared that area to link up with my original unit. Recommended Charges - Unlawful assembly: 609.705 Sub 2 - Violation of Curfew: Emergency Executive Order 20-68 END OF REPORT.
