On 9/25/2019 at 1607 hours, Officers were called to 3712 Wooddale Ave s for an assist other agency. Dispatch advised Lakeville PD was requesting help detaining a female with a warrant. Upon arrival Lakeville Detective Coughlin had a female on the grass handcuffed. The female was later identified as Jessica Danielle Cook (DOB 1/15/1992). Officers stood by until they were able to clear the scene. Officers did not help handcuff Jessica. She was placed in our squad car until the scene was safe. [Note: There is no body camera video nor squad audio/video to verify that Jessica Hartger ever was in the STLPD squad, is there? There isn't is there?]

On 9-6-2019,victim Cody Austin Myers dob/05-13-1992 contacted me via email to advise he was getting contacted by Kenneth John Hartger dob/9-28-1992. Cody was getting emails from kenneth.hartger @gmail.com. The emails talked about how Jessica (Jessica Danielle Cook dob/01-15-1992 aka: Jessica Hartger) did not receive her phone call from their son while he was in Cody's care. The emails continued and began to harass Cody calling him a child abuser, a liar, ill, and accused him of doing "sick shit." The author was upset that Cody had Colton call from a private number to speak with Jessica. The author also goes on to belittle Cody by stating Jessica and Colton have chosen him (Kenneth) the better man. One of the emails also included a picture of Colton and Kenneth. On 9-9-2019 I sent an administrative subpoena to Google/gmail in an attempt to get all information on the user of kenneth.hartger@gmail.com including IP addresses on September 6, 2019 when the emails were sent to Cody. Cody received the following emails from kenneth.hartger@gmail.com. He received 10 emails within 14 minutes.

On 9-11-2019 at approximately 1200 hours I responded to the St. Louis Park Post Office to speak with Kenneth John Hartger dob/09-28-1992. I was able to recognize Kenneth due to the attached picture of Kenneth and Colton that had been sent with one of the emails to Cody. Kenneth was standing near a
door on the inside of the post office. I approached and asked if he was Kenneth and he said yes. I introduced myself and asked if he would be willing to speak with me about what has been going on and he said he would outside. I went outside the post office and waited for him. A few minutes later Kenneth came out to speak with me. I advised Kenneth he was not under arrest. The conversation was recorded.
• Kenneth said he started work on Friday (9-6-2019) at 10 or 10:30 AM.
• Kenneth said he did send Cody messages via email about Colton on Friday.
• Kenneth admitted that Jessica was in the room with him while he was emailing Cody.
• Kenneth said Jessica knew there was correspondence.
• Kenneth admitted that Jessica asked him to tell Cody to have Colton call her and there are frustrations going on.

Once I was back at the station I received a phone call from Jessica who was very upset that I had spoken with Kenneth. She denied that she told Kenneth to communicate with Cody. Forward this case to the city attorney for DANCO and Harassment/restraining order violation against Jessica Cook. The DANCO states there is no contact through others electronically and the harassment restraining order states no indirect contact via electronic means such as email.

A formal complaint is requested because the current location/address of Jessica is unknown.
