I have a reasonable suspicion that you'll want to get the unsanitized version of corrupt Bostrum's resume, haven't I? And, if the background checks at Oxford are anything like the rigged background checks in Minnesota then, I have a reasonable suspicion that you won't like the unsanitized version, right?

Inspection Findings: There was little to no documentation to show that emergency procedures were being reviewed. Additionally, several staff members that I spoke with were unaware of how often these reviews should take place.
Corrective Actions: Ensure that all staff members are reviewing emergency procedures at least quarterly. I recommended making these reviews be scenario based in addition to a policy review.

Inspection Findings: These checks were implemented during the first half of 2011. However, after the first month the documentation of these checks was not filled out even though a Supervisor was reviewing and approving the forms.

A facility shall have a written policy and procedure that specifies that materials dangerous to either security or safety shall be properly secured. Storage and use of flammable, toxic, and
caustic materials must be in accordance with all applicable laws and regulations of governing jurisdictions. The policy must cover control and use of tools and culinary and medical equipment.
Inspection Findings: Several products in the kitchen storage area were found to not have proper MSDS sheets. The daily chemical inventory log is not completed daily. MSDS sheets are in need of updating, and additions.
Corrective Actions: Ensure that all chemicals are properly stored and have corresponding MSDS sheets available. Response Needed By: 02/07/2014

Inspection Findings: Several shift logs and segregation watch sheets were found to contain false documentation. Well-being checks and suicide watches were noted in the jail management system but a check of video footage showed that they were not done.

Inspection Findings: Documentation did not show that individual cell doors were being tested electronically or manually at least once per week. Exterior and emergeny exits were included in weekly checks.

1. 2911.1300 CUSTODY STAFF TRAINING.
A facility shall have a written policy and procedure that provides that all custody staff receive 120 hours of orientation and training during the first year of employment. Forty of these hours are
completed prior to being independently assigned to a particular post. All persons in this category are given an additional 16 hours of training each subsequent year. At a minimum, training
completed before independent assignment to a particular post shall include: A. security procedures; B. supervision of inmates; C. signs of suicide risk and suicide precautions; D. vulnerable inmates; E. response to resistance regulations and tactics; F. report writing; G. inmate rules and regulations; H. rights and responsibilities of inmates; I. fire and emergency procedures; J. key control; K. interpersonal relations and communication skills; L. diversity training; M. distribution of medications; N. right to know; and O. blood-borne pathogens and communicable diseases.
Inspection Findings: Staff members are receiving an appropriate amount of training however, the documentation of this training is not adequate.

Chapter 2911 - Mandatory Rules Not In Compliance Total: 2
1. 2911.2500 SEPARATION OF INMATES. Subpart 1. General.
A combination of separate housing units inclusive of special management areas, general population, and minimum security areas and cells, dormitories, and dayroom spaces shall be
provided to properly segregate inmates pursuant to Minnesota Statutes, section 641.14. The facility shall provide for the separate housing of the following categories of inmates: A. female
and male inmates; B. community custody inmates such as work release or sentencing to service; C. inmates requiring disciplinary segregation; D. inmates requiring administrative
segregation; E. juveniles who do not meet Minnesota statutory requirements for placement with adults; F. special management, general population, and minimum security inmates as
considered appropriate to the facilities design intent and classification system; and G. inmates classified as mentally ill or special needs inmates in a manner consistent with Minnesota
Statutes, section 253B.05.
Inspection Findings: On the day of inspection, Unit 1B was being utilized to house all female inmates. Systems are in place to keep the different classifications separate through a tiered lockdown system.
However, I observed all classifications let out during meal times. This is not in consistent with facility policy nor Chapter 2911 rule requirements.
It was clear that the current practice of keeping all female inmates in one unit was neither efficient nor meeting the needs of the facility. There are some plans to create further separation
options within this unit but that would require significant remodeling of this area.
A stack of temporary beds was stored underneath the stairs.
Corrective Actions: Ensure that the systems that are in place are being followed. It is recommended that more often supervisory or other custody staff be present in the unit during peak times such as meals, medication pass and staging for court.
Remove the temporary beds as these are not allowed on a long term basis as they are not included in the facilities approved capacity.

Inspection Findings: Significant improvement has been shown in this area. However, when reviewing video footage of the in-direct housing units on two floors consistently showed well-being checks around the 40-45 minute mark. This appears to be a staffing issue as there are 4 units and 2 rovers per floor. The amount of special watches in these units is also contributing to this delay in well-being checks.

Opened in December 2003, the Adult Detention Center (ADC) is a 500-bed pre-trial facility. As a pre-trial facility, the ADC provides safe and secure detention services to individuals following their arrest until a court disposition is reached. The ADC also houses individuals being held for probation or supervised release (parole) violations or Immigration and Customs Enforcement (ICE). The Ramsey County Correctional Facility (RCCF or Workhouse) is a minimum- to medium-security institution that houses inmates sentenced to a maximum of one year. RCCF also administers the electronic home monitoring and work release programs.
Ramsey County Community Corrections provides the Court of the 2nd Judicial District with a custodial sentencing option for male and female criminal and traffic offenders at the Ramsey County Correction Facility (RCCF). The RCCF houses offenders sentenced a maximum of one year.
