RP-MICHAEL KENNETH RHEDIN (4/26/1965) (952) 836-6000 9720 WEXFORD LN ELKO MICHAEL TOOK HIS VEHICLE MN LP 494MXT TO REPAIR SHOP AND LOCATED WHAT HE BELIEVED TO BE A TRACKING DEVICE. THE DEVICE WAS ENTERED INTO EVIDENCE. SEE REPORT FOR FURTHER.

ICR NO. 2014-3835 SUPPLEMENTAL REPORT BY DETECTIVE KRAL, BADGE NO. 152 SUSPICION On 06/05/2014 a GPS unit was brought to the Scott County Sheriff's Office that was located on a vehicle belonging to Mike Rhedin. I was assigned to follow up on this case and noticed that the GPS was from a company named Land Air Sea. I sent a subpoena request to Land Air Sea to find out who the subscriber information was for that GPS unit. The subpoena results from Land Air Sea indicate that the name on the account is Sue Nelson with a post office box out of Long Lake, Minnesota, a phone number attached to the account of 952-432-1200 and an email address of suenelson11206@yahoo.com.

After receiving this information, I called the phone number associated with the account and found out it belongs to Sam's Club in Apple Valley. The individual answering the phone at Sam's Club stated a Sue Nelson did not work at that location. I then sent a subpoena request to Yahoo requesting account information under the name suenelson11206vahoo.com. I received information from Yahoo regarding that information and it states the registration IP address is 97.92.88.61. The information stated that there is no address or other information affiliated with that email address through Yahoo. Yahoo also sent an IP address of 71.36.146.241. It was unclear what this IP address had to do with the Yahoo ID. I ran the IP address of 71.36.146.241 and saw that it came back to Qwest Communications. The IP address of 97.92.88.61 was also run and I noticed it came back to Charter Communications. Both Qwest and Charter were subpoenaed for subscriber information for those two IP addresses and possibly a physical address of where those IP addresses were located. The response from Qwest contained a page stating that the IP address came back to a Caribou Coffee store in Minnetonka. The Charter Communications IP address stated the account holder's name is Tammy Love at an address of 19675 Ireland Place, Lakeville, Minnesota, 55044. Charter also indicated that that is the billing address for that account.

Looking at a spreadsheet sent from Land Air Sea regarding the locations of the GPS unit as it was active, the address of 19699 Ireland Place in the City of Lakeville is the first hit once the GPS went active. It then moves to 19650 Ireland Place and 19510 lredale Court in Lakeville. The date and times of these three locations are 12/28/2013, the first at 16:35, then 16:36, then 16:37. The next hit is on the same date at 16:38 on Ipava Avenue in Lakeville.

On 05/31/2014 the reporting party in this case, Mike Rhedin, located the GPS unit on his vehicle. It is unknown how long the GPS unit was located on Rhedin's vehicle as the GPS reports show the GPS entering the City of Elko for the first time on 12/28/2013 at approximately 17:04. Rhedin told me that he believed the suspect in this case was David Victor Rucki, DOB: 02/03/1963. Rhedin told me that Rucki and Rhedin's current girlfriend used to be husband and wife and that Rucki's children have run away and that Rucki believes they are staying with Rhedin and his current girlfriend, Sandra Grazzini- Rucki. I was also told by Rhedin that the name of Sue Nelson, which appeared on one of the subpoena results, was the name of a federal judge who was assigned to a court case between Rucki and Grazzini-Rucki. Rhedin told me that the divorce between David Rucki and Sandra Rucki did not go well and that the children were taken away from both parties during the divorce and after the divorce proceedings. Two of their children, ages 14 and 16, both female, ran away a short time later and have not been seen since. David Rucki believes that Sandra knows where the children are or assisted them in running away.

After receiving all this information, I went and spoke with David Rucki on 09/11/2014 at his residence in Farmington. When I walked up the sidewalk and approached David outside of his residence, he immediately began speaking to me and became extremely defensive. He told me he did not like law enforcement and that he believes law enforcement has not helped him in the past. I asked David about the GPS unit and he stated he has never purchased a GPS unit. I explained to him that IP addresses and all the research I have done points to either his residence or a residence on Ireland Place in the City of Lakeville. David told me he has recently purchased the address on Ireland Place in Lakeville, that address being 19675 Ireland Place. This is the location where the GPS was first activated. I asked David if he could explain why the GPS was activated at a residence that comes back to him and he stated 'I never bought a GPS unit.' I explained to David I just wanted to get his side of the story; however, he refused to talk about the GPS unit and only spoke about his divorce with his wife and his missing children and how he believes he is a victim in everything that has happened since 2011 when he divorced his now ex-wife, Sandra. During the conversation, I attempted to bring up the GPS several times and David just began speaking again of his divorce and missing kids. At this time I would like to have all reports sent to the County Attorney's Office and have them review the reports for possible charging of harassment or stalking by David Rucki against Michael Rhedin.
