requestors like myself. Which is why I had my audio recorder running
when I answered Hooper’s harassing phone call. I knew that Hooper’s
advertised job was to fall back onto her training and hand my handing my
Chapter 13 data request to her Records Management Technician 7 . I
could immediately determined the call was designed to harass me after
Hooper willfully ignored my repeated requests for her to speak up so I
could hear what she had to say. Hooper began to waste my valuable time,
to insult my intelligence, to harass me, trying to provoke me & to
incite me to violence and to misuse public resources by making the wild,
outrageous and unlawful demand that I identify 8,9,10 myself by filing
out the City of Hibbing’s Chapter 13 Data form.

To try to justify her harassment, Hooper made the

onto her personal harassment script and say that the call was to
“clarify something.” On 01–09-19, after still not receiving my readily
available 11 , free, electronic, public data I emailed Hibbing Daily
Tribune Editor Kelly Grinsteinner, Hibbing appointed City
Clerk-Treasurer Mary Ann Kepler and Hibbing Mayor Rick Cannata. I also
left a voicemail for Cannata. In response, I received my first of two
harassing phone calls from your corrupt Hibbing City Administrator Tom
Dicklich. Dicklich was following the same harassment script as Hooper as
he willfully refused to speak so I could hear what he was saying.
Straining. Dicklich confirmed that he was following Hooper’s harassment
script when he began the same wild, outrageous and unlawful demand that I

In response I received another harassing phone call from your corrupt Hibbing City Administrator Tom Dicklich again I requested Dicklich speak up. Again Dicklich was using a harassment script. Again Dicklich was wasting my valuable, insulting my intelligence, trying harass me, to provoke me and to incite me violence with his wild, outrageous and unsubstantiated assertions.

Throughout Dicklich’s second harassing phone call I countered his gaslighting 12 tactics as I did in the first harassing phone call. Even after I suffered thorough the second round of Dicklich’s harassment I still did not received my readily available, free, electronic, public data.

1. The Legal Definition of False Arrest - False arrest is the unlawful restraint of a person’s freedom of movement. The Hibbing Police Department received a suspicious person call and Sergeant Brent Everett responded. He then observed Mr. Swanson on the sidewalk going west on 23rd Street East of Brooklyn Drive. It became apparent upon arrival to Sgt. Everett that this individual was likely the man described in the report. 4. Sgt. Everett testified that the only crime he could possibly identify being broken was trespassing. However, he was concerned about domestic terrorism and the fact someone had recently broken into and stolen a military vehicle from the Armory. 5. Sgt. Everett activated his lights and exited the vehicle to approach Defendant. Mr. Swanson declined to interact with the officer and told him he was leaving. 6. Mr. Swanson asked if he was being detained and Sgt. Everett replied he was. A scuffle ensued which led to other police officers arriving to assist Sgt. Everett in placing Mr. Swanson in handcuffs. 7. While not physically fighting with officers, Mr. Swanson was being “dead weight” or being otherwise not cooperative with the officers who were trying to arrest him. This resulted in him being face-down in the grass, his back-pack having to be cut off in order to be removed, and Mr. Swanson having to be carried into the squad car. 8. Minor injuries also resulted from the incident. Sgt. Everett received a small cut to his middle knuckle of his left pointer finger. Mr. Swanson claimed he had left wrist pain and lower back pain but refused any medical treatment while at the jail. 9. Mr. Swanson was charged with misdemeanor obstruction. His camera and cell phone were also seized. The only relevant evidence found on the camera was footage and pictures of the Armory. ... 3. The Hibbing Police Department received a suspicious person call and Sergeant Brent Everett responded. He then observed Mr. Swanson on the sidewalk going west on 23rd Street East of Brooklyn Drive. It became apparent upon arrival to Sgt. Everett that this individual was likely the man described in the report. 4. Sgt. Everett testified that the only crime he could possibly identify being broken was trespassing. However, he was concerned about domestic terrorism and the fact someone had recently broken into and stolen a military vehicle from the Armory. 5. Sgt. Everett activated his lights and exited the vehicle to approach Defendant. Mr. Swanson declined to interact with the officer and told him he was leaving. 6. Mr. Swanson asked if he was being detained and Sgt. Everett replied he was. A scuffle ensued which led to other police officers arriving to assist Sgt. Everett in placing Mr. Swanson in handcuffs. 7. While not physically fighting with officers, Mr. Swanson was being “dead weight” or being otherwise not cooperative with the officers who were trying to arrest him. This resulted in him being face-down in the grass, his back-pack having to be cut off in order to be removed, and Mr. Swanson having to be carried into the squad car. 8. Minor injuries also resulted from the incident. Sgt. Everett received a small cut to his middle knuckle of his left pointer finger. Mr. Swanson claimed he had left wrist pain and lower back pain but refused any medical treatment while at the jail. 9. Mr. Swanson was charged with misdemeanor obstruction. His camera and cell phone were also seized. The only relevant evidence found on the camera was footage and pictures of the Armory. ...
