Take an example from my own experience. She reported to the then Chief of Police that I had acted inappropriately, causing a disruption at the city hall. It should be noted, she was not in the building during this interaction, and after she said this to the Chief, one of her own staff called the chief and informed him that the Clerk had lied, and that I had not in fact been out of line, nor had I been disruptive. This matter was taken to the personnel committee and the Mayor himself said it must have been a misunderstanding, and the city attorney told me that to accuse her of lying was too harsh, as the truth is a grey thing, and is living and moving all the time. So as you can see, she operates without impunity. There is no reason for her to change, when the very body that is to keep her in check, facilitates her, and enables her.
