Why would you be processing my Open Records Act Request on May 23, 2016 when your former employee and current Minneapolis Public School Superintendent search candidate Brenda Cassellius, Commissioner of Minnesota Department of Education announced that she had not only been contacted by the Mpls school's search firm DHR, International but had applied for the Mpls job in April of 2016? Inquiring minds want to know, don't they? Is the processing of my Open Records Act request on May 23, 2016 an admission that Minneapolis Public School search firm DHR, International did not contact you for this readily available, free, electronic, public data that you emailed to me? Oh, and why didn't you email me this readily available, free, electronic public data instead of having your PR director email it to me, huh? Reporting Financial Concerns to the Office of the State Auditor
Who can report?
Any member of the public may submit to the Office of the State Auditor (OSA) financial concerns about a local government, such as a county, city, town, political subdivision, or school district.
In addition, Minnesota law requires that local government officials and employees notify the OSA, in writing, when they have evidence of possible theft of public funds or property.
Similarly, public accountants are required by Minnesota law to notify the OSA when, during the course of an audit, they discover evidence of financial misconduct by a local government officer or employee.
What are the mandatory reporting statutes?
Mandatory Reporting Requirement for Local Government Officials and Employees: Minnesota Statute section 609.456, subd. 1, states:
Whenever a public employee or public officer of a political subdivision, charter commission, or local pension plan, governed by sections 424A.091 to 424A.96 or Chapter 354A, discovers evidence of theft, embezzlement, unlawful use of public funds or property, or misuse of public funds by a charter commission or any person authorized to expend public funds, the employee or officer shall promptly report to law enforcement and shall promptly report in writing to the state auditor a detailed description of the alleged incident or incidents. Notwithstanding chapter 13 or any other statute related to the classification of government data, the public employee or public officer shall provide data or information related to the alleged incident or incidents to the state auditor and law enforcement, including data classified as not public.

Joseph Rice, District 3, is the executive director of Nawayee Center, a contracted Minneapolis Public Schools alternative school. Rice graduated from Macalester College with a B.A. in History and earned a B.S. in Science Education from Black Hills State College in South Dakota. He taught high school science and social studies in South Dakota for 17 years, first at Little Wound High School on the Pine Ridge reservation for nine years, followed by eight years at Central High School and North Middle School in Rapid City. I have recently become a father and want nothing more tha n for my daughter to attend the Minneapolis Public Schools. However, I want to make sure I contribute my part as a community member at making our schools the best they can be. I currently sit on the Green Central site council.

Reporting Financial Concerns to the Office of the State Auditor
Who can report?
Any member of the public may submit to the Office of the State Auditor (OSA) financial concerns about a local government, such as a county, city, town, political subdivision, or school district.
In addition, Minnesota law requires that local government officials and employees notify the OSA, in writing, when they have evidence of possible theft of public funds or property.
Similarly, public accountants are required by Minnesota law to notify the OSA when, during the course of an audit, they discover evidence of financial misconduct by a local government officer or employee.
What are the mandatory reporting statutes?
Mandatory Reporting Requirement for Local Government Officials and Employees: Minnesota Statute section 609.456, subd. 1, states:
Whenever a public employee or public officer of a political subdivision, charter commission, or local pension plan, governed by sections 424A.091 to 424A.96 or Chapter 354A, discovers evidence of theft, embezzlement, unlawful use of public funds or property, or misuse of public funds by a charter commission or any person authorized to expend public funds, the employee or officer shall promptly report to law enforcement and shall promptly report in writing to the state auditor a detailed description of the alleged incident or incidents. Notwithstanding chapter 13 or any other statute related to the classification of government data, the public employee or public officer shall provide data or information related to the alleged incident or incidents to the state auditor and law enforcement, including data classified as not public.
