City Attorney Stefanie Menning has changed tactics. Menning has decided
to acknowledge that admitted law-breaker Todd Miller, Public Safety
Director is illegally withholding free electronic public data from me
for the rigged case for drunk-driving obstructor of justice Mankato
Police Office Daniel Padilla: Case No. 07-CR-14-171. However, instead of
emailing me the free electronic data via a file-share account Menning
has decided to double-down and pretend that admitted law-breaker Miller
followed the law, hasn't she? You remember that Rep. Cornish, a former
peace officer, said in his email to me that Miller admitted in his
settlement agreement to breaking the law, don't you? So it would make
perfect sense that admitted law-breaker Miller & Menning would
attempt to defraud me out of $10.00 for this free electronic public data
that admitted law-breaker Miller and Menning have been conspiring to
illegally withhold from me for over a year, wouldn't it? This in spite
the fact that the the city of Mankota has been transmitting data
electronically for years. See BCA deployment data below. Not to mention
that all government agencies are required to electronically submit all
court documents and evidence by July 1, 2016. Menning's and admitted
law-breaker Miller's motives are to cover up the apparent willful
destruction of evidence by his officers for their fellow officer

Padilla, aren't they? As you know, it is a criminal act to illegally
