On Wednesday, May 13, 2015 all sorts of corrupt local officials were all upset that Richard Rapatt (http://richrapatt.blogspot.com) and I were asking all sorts of embarrassing questions about Fergus Falls City Council member / Assistant Stevens Co. Attorney Timothy Rundquist's suspicious death, weren't they? They were, weren't they?

And it was Otter Tail Co. Attorney David Hauser that did the final report on Rundquist, wasn't it? (Even Grant Co. Herald Editor Chris Ray agreed that would be a conflict of interest, didn't he?) It is safe to say that the findings of Hauser can't be trusted, isn't it? It is, isn't it?

As is typical with these investigations, the Otter Tail County Attorney’s Office has reviewed the report and determined that the State Patrol had acted properly and no charges will be filed against any officers involved in the pursuit and crash. The Mn State patrol's Public Information Officer Lt. Tiffani Nielson willfully refused to send me the free electronic public data for Rundquist's final report, didn't she? She did, didn't she? Instead of rehashing it here I'll just send you to the previous link, okay? In fact, State Patrol Capt. Brian Cheney doesn't even want to email me the free electronic data either, does he? He doesn't, does he? Now you know why (cover-up), right? That's right, isn't it?

On top of that neither Grant Co. Sheriff Dwight Walvatne nor Otter Tail Co. Sheriff Brian Schlueter want to email me their Lexipol policy & procedure manual for their respect departments, do they? They don't, do they? Is it because the free electronic public data would clearly indicate the proper procedure for a pursuit and a roadblock?

B. Two-Car Roadblock 
A two-car roadblock is most effective for felony apprehensions. The two-car roadblock restricts traffic, provides cover for the Troopers and allows for immediate pursuit (see Addendums #2 and #3.)
1. Patrol units should be parked at an angle facing in opposite directions. Utilizing this method allows the Troopers to pursue the suspect if the suspect turns around prior to reaching the roadblock or if the suspect drives around the roadblock.
2. Patrol units shall be parked far enough apart so that, if required, a vehicle could be driven in between them, or a tire deflation device could be placed in between the vehicles.
3. Fuses should be placed approximately 300 feet in each direction and approximately 10 feet to the rear of the unit if practicable.
4. All red lights on the patrol unit shall be activated.

Or is it because both policy and procedure manuals would indicate that it is the duty of the officer in a preliminary investigation to take an audio statement from a witness? Both Walvatne and Schlueter know that I have been helping Rapatt to expose Otter Tail Co.'s perjurer in rigged case no. 56-CR-12-2353, don't they? They do, don't they? The bottom line is that both Walvatne and Schlueter are illegally withholding the free electronic public data to obstruct justice, isn't it? It is, isn't it?

C. HRLFNDT
High-Risk, Low-Frequency, No Discretionary Time. It wasn't hard to find out that Rundquist's death was caused by the incompetent/corrupt local officials, was it? All I did was read the reports that I did manage to get from Grant Co. Sheriff Dwight Walvatne & Ashby Chief of Police Jeremy Obright, wasn't it? It was, wasn't it? The free electronic data that they emailed to me, right? That's right, isn't it?

Ashby Chief of Police Jeremy Obright (Who is a Grant Co. deputy, right?) stopped sending me data when I started asking too many embarrassing questions about the missing dash cam video (A dash cam video camera is a safety device, isn't it? It is, isn't it?) from his front-damaged squad, (That was pointing and positioned in the wrong direction, correct?) didn't he? If the squad camera was not functioning, then there would be paperwork to prove when the camera malfunction was reported, when the camera was taken out of service and when the camera was repaired and returned to service, correct? That's correct, isn't it? Also, there would also be a corresponding policy change to adapt to the loss of the safety device, correct? Did they use a hidden audio recorder, the video from their tasers, video from their cell phones, or hand held video cameras to document the stop? Inquiring minds want to know, don't they? That policy was never sent to me either, was it? No surprise, right? (Did I forget to mention that Ashby police officer Mike Wing is also one Grant Co. Sheriff Dwight Walvatne's deputies)

On Monday, December 22, 2014, at 1720 hours, I met with a Minnesota State Trooper about 1 mile south of I-94, on US Highway. The Trooper advised that I should bet out my stop sticks to deploy them. At this time, I parked my squad car facing south on the northbound lane shoulder of US highway 59. My emergency lights were still activated. The reasonable suspicion is that the mysteriously missing dash cam video and audio from the front-end damaged City of Ashby squad has some incriminating electronic data on it, isn't it? It is, isn't it? Like why Ashby Police Officer Mike Wing (Who is a Grant Co. Deputy, right?) and Mn State Patrol Trooper Vaugh Ebbinghausen weren't using the proper two squad car screen with the stop sticks in between the squads to stop Rundquist, right? That's right, isn't it?

She was insisting that her favorite criminal Grant Co. Sheriff Dwight Walvatne would never illegally withhold the Grant Co. Sheriff's dept.'s Lexipol policy and procedure manual to cover up the manslaughter of Fergus Falls City Council member / Assistant Stevens Co. Attorney Timothy Rundquist, wasn't she? She was, wasn't she?

I made contact with Trooper BEUNING who was very shook up at this time. He informed me that he had attempted a traffic stop on the vehicle on the south side of Elbow Lake, but the vehicle did not stop. He informed me that he felt that it was a foreign driver or someone who did not know that a Police Officer was attempting to stop them. Trooper BEUNING informed me that he pulled up alongside the vehicle and noticed that the driver would not look at him. On Wednesday, May 13, 2015 Grant Co. Herald Editor Chris Ray appeared to be more interested in what  Richard Rapatt (http://richrapatt.blogspot.com) and I had to say, didn't he? They are, aren't they?  I actually don't believe that Ray will do any investigating into the Sheriff nor into Runquist's phony suicide, do I? Approximately a half mile South of Otter Tail County Road 82, Trooper EBBIGHAUSEN stated that he was in a driveway with spike strips ready to deploy. Trooper EBBIGHAUSEN was able to depoly the spike strips and stated over the radio that he felt that the violator had hit the spike strip and the vehicle continued north. As we continued traveling north, I was able to hear that Trooper VAUGH EBBIGHAUSEN, SP294 was trying to get into location where he would be able to deploy spike strips in an attempt to end the pursuit. Instead, Hansen wanted to insult our intelligence, waste our valuable time, and misuse valuable government resources for about (30) thirty minutes repeating this little ridiculous script about how we should go and do her job for her, right? That's right, isn't it?

By the way, since Rapatt and I are the subjects of this data the maximum you can charge is 21 cents for the cost of a DVD. By the way, was it County Attorney David Hauser who wrote that retarded script that Kohn kept on repeating? You know the one where Krohn says that both Richard and I should do your job and file a complaint with the Attorney General's office. 4. Incident reports & audio statements
5. May 13, 2015 lobby / front door / front sidewalk surveillance video at Fergus Falls City hall. 30 minutes prior to Terry Dean, Nemmers first entering the Fergus Falls City hall until 30 minutes after harasser Lt. Eldien reentered Fergus Falls City after harassing Nemmers & Rapatt. This takes places after Nemmers and Rapatt were harassed and intimidated after returning the second time to file a complaint against City Attorney Rolf Nycklemoe. By the way, since Rapatt and I are the subjects of this data the maximum you can charge is 21 cents for the cost of a DVD. Of course, there is no law the requires you to charge for any data, is there? I'm expecting to never seen a single electron of this free elctronic public data, aaren't I?

Klumpp have "lawyered up" and don't want to explain why Klumpp willfully refused to contact me about my information of the criminal past of candidate and fired Willmar City Administrator Charlene Stevens, haven't they?
