Peter Ivy 2017Peter Ivy, Chief Deputy Peter_Ivy Under the guidance of the Carver County Attorney, Chief Deputy Peter Ivy provides timely and accurate legal advice to all Carver County divisions on both procedural and substantive legal matters. Peter assists in directing operational day-to-day activities of the office, including overseeing legal and policy interpretation and development. Under the direction of the County Attorney, Peter monitors the scope, goals, and performance of all managers, attorneys, and non-supervisory staff. Having prosecuted criminal cases since 1988, Peter has achieved notable trial success including a high profile four-defendant first-degree murder case involving matricide. Peter prosecuted Carver County’s first criminal gang homicide and first methamphetamine manufacturing prosecution. More generally, Peter has successfully prosecuted numerous complex cases involving manslaughter, child abuse, criminal vehicular operation, and sexual assault. Peter has successfully argued many appellate and post-conviction proceedings, including successful results in the Minnesota Supreme Court cases of State v. Everson and State v. Diamond. Peter continues to handle a criminal caseload. Appointed by the Minnesota Supreme Court, Peter serves on the Lawyers Professional Responsibility Board. In this role, Peter assists in the oversight of the Office of Lawyers Professional Responsibility and acts in a quasi-judicial function when conducting evidentiary proceedings concerning allegations of unprofessional conduct by attorneys. Rhonda Betcher, Executive Assistant Rhonda joined the Office in April of 2002. Prior to working at the Carver County Attorney’s Office she worked at Dunlap and Seeger, P.A. as a legal assistant. Rhonda worked as a Senior Legal Assistant for the Victim Witness Coordinator from 2002 to March of 2011 then was hired as the Executive Assistant. Rhonda graduated from Moorhead State University with a four-year Bachelor of Science degree in Paralegal Studies.
John Rekow, Law Office Manager John Rekow joined the Carver County Attorney’s Office in 2011 as the Law Office Manager. He oversees the support staff consisting of eight Legal Administrative Assistants and one Administrative Assistant. Prior to joining the office, John has worked in healthcare, retail, television and owned small business with his father. His grandfather O.O. Rekow served as Registrar of Deeds for Carver County for over thirty years. John graduated from Chaska High School and received his Bachelor of Arts from Gustavus Adolphus College. He and his family reside in Chaska.

Angella Erickson, Division Manager Angella Erickson is an Assistant County Attorney in the adult criminal division, and in that capacity prosecutes all types of felony and gross misdemeanor criminal offenses. Prior to joining the Carver County Attorney’s Office, Angella served in the Meeker County Attorney’s Office. Angella is a graduate of Concordia College and the University of North Dakota School of Law. She is a member of the Carver County Sexual Assault Interagency Counsel, the Minnesota Coalition Against Sexual Assault Public Policy Committee, the Carver County Child Protection Team and the Minnesota County Attorney’s Association Criminal Law Committee.
Kevin Hill, Assistant County Attorney Kevin Hill is an Assistant County Attorney in the adult criminal division. Prior to joining the Carver County Attorney’s Office, Kevin served as a Judicial Law Clerk to the Honorable Mary B. Mahler in Stearns County, Minnesota. Kevin is a graduate of the University of St. Thomas (2011) and William Mitchell College of Law (2014), where he participated in the Thurgood Marshall Moot Court and served on Law Review.

Mark Debban, Paralegal Mark Debban is a paralegal in the criminal division. Prior to working in the Carver County Attorney's Office, Debban was a paralegal in private practice in Cedar Rapids, Iowa. For the past 10 years Debban has been a paralegal at the Carver County Attorney's Office. Debban's experience has included working on a gamut of cases from fraud to murder. Some of the high profile cases that Debban has worked on are the middle school terroristic threats case in Waconia, the gas station robbery case in Chanhassen, the theft of prescription medication by a Minnetonka police officer. Debban has also assisted in cases involving juveniles charged with criminal offenses. Appellant claimed that he did not need to produce his license because he was “traveling under the constitution of the republic of the United States.” Page 2-3.
Appellant was extremely obstreperous at his hearings. This included: asking judges and a witness multiple times if they were going to uphold their respective oaths of office; arguing that maritime admiralty jurisdiction applied to his case; asking a state’s witness on cross-examination, “are we at land or at sea,” presumably in an attempt to support his claim that maritime jurisdiction applied; objecting over and over again to the jurisdiction of the court after such objections had been overruled multiple times, including during the state’s direct examination of a witness; refusing to answer the judges’ questions; refusing to enter a plea; asserting that he could not be charged under Minnesota statutes because they are “contractual corporate statutes”; arguing that Minnesota statutes are not valid because of the Supremacy Clause in the United States Constitution; asserting that he could only be criminally charged in federal court; telling the judge “I am here upon your ship under duress . . . . I had no intention of boarding your ship”; talking over the judges multiple times; when one judge left the courtroom for a moment, appellant declared that he was the highest authority in the courtroom and that he was dismissing the case against himself “in its entirety with prejudice”; reading a prepared statement into the record against one judge’s direction; objecting to the introduction of evidence without asserting a legal basis as to why; asking the witness, “Are you aware that it is unconstitutional to deprive someone about their life, liberty, and property?”; stating, “This is a farce and a fraud”; in response to a judge’s question on whether appellant wished to make a written motion, he replied, “I realize that because it would be a violation of my due process and it would be a violation of my due process for you to answer, correct?”; in response to a question asking if appellant wished to call a witness or testify himself, appellant answered “I wish you to not violate my due process”; stating that he did not “wish to participate” in the proceedings; bringing up new legal arguments at inappropriate times after the judge had asked for written briefing on any new arguments; insisting that he was not named in the complaint because he was “a living person and I am not the corporate entity listed on your paperwork”; stating that he would not “acquiesce to quasi jurisdiction”; asking the prosecutor to “certify [his] right to subrogation” for the criminal charge against him; when asked if he wanted to apply for a public defender, appellant stated that “the defendant is not even capable because the defendant is a piece of paper”; and finally, inquiring into the prosecutor’s law license and certification and requesting that he submit his law license into the record. In the email below, you state the following: “Amended Chapter 13 Data request. Please include 01/21/2020 Order for Hearing Index # 120 (Judicial Officer: Braaten, Eric J. ) for State of Minnesota vs Dwight Lee Docken” This, I assume, is an addition to your January 21, 2020 data request to the Carver County Attorney which I referenced in my initial response earlier today, January 22, 2020. If the county attorney’s office has data responsive to your amended request, it would be part of a criminal case file and not subject to a data practices request pursuant to Minn. Stat. § 13.393. The county attorney will not be providing data to you in response to this amendment to your request.
