Did your corrupt attorney Henry Brucker actually think that I didn't record his harassing call that he order to be made to my home on 01-31-18 at 2:56 p.m.? Neither Brucker, Kalis nor your corrupt Aitkin Co Attorney/Aitkin City Prosecutor James Ratz were happy that I had clear, precise & unquestionable proof that it is a conflict of interest for corrupt Aitkin Police Chief Tim Catlin to be sticking his runny nose into Jesse James Alvord's criminal complaint against your Corrupt Aitkin Co. Sheriff Scott Turner and your corrupt Aitkin Co. Attorney/Aitkin City Prosecutor James Ratz, were they? I have reason to suspect that your corrupt Ratz, Brucker and Kalis were ordering your corrupt City Administrator Kathleen Ryan to not email me the city of Aitkin personnel complaint form that I requested, haven't I? Neither your corrupt Ratz, Brucker nor your corrupt Kalis want me to file a personnel complaint against your corrupt Catlin, do they? Would your corrupt Ratz, Brucker and Kalis prefer that I file a criminal complaint against your corrupt Catlin? The harassing phone caller didn't want to answer that question, did they?
We both know why your corrupt Aitkin police chief Tim Catlin has wilffully refused to forward Jesse james Alvord's legitimate complaint off to an outside agency, don't we? We do, don't we? You and I both know that your corrupt city prosecutor/Aitkin Co. Attorney James Ratz has been trying to either force Jesse into pleading guilty or forcing Jesse to be found guilty at trial without ever receiving all his evidence, don't we? We do, don't we? And that is why the State Patrol magically and mysteriously produced Jesse's missing dash camera video over a year after he was charged, right? And why your corrupt city prosecutor/Aitkin Co. Attorney James Ratz is still illegally withholding Aitkin County Deputy Jon Cline's dash camera video and Jesse's Aitkin county jail data from Jesse, right?
So are you going to email me my readily available, free, electronic, public data that I requested from the city and Catlin or not? If not, then that mean you want me to file a criminal complaint against Catlin and his conspirators, right?

Dear Mr. Nemmers:
I have had the opportunity to review the email you sent to City of Roseau Chief of Police Ward Anderson dated January 18, 2018 at 12:10 p.m. You specifically requested that Chief Anderson provide you with an Initial Complaint Report (ICR) in regard to your formal criminal complaint against
Roseau County Sheriff Steve Gust and Roseau County Coordinator Jeff Pelowski, who is also the City of Roseau Mayor.
Because Chief Anderson is employed by the City of Roseau it could be construed as a conflict of interest for him to investigate any allegations against Mayor Pelowski, as such Chief Anderson has referred your complaint in regard to these allegations to the Lake of the Woods County Sheriff’s Department for investigation.
Please note that in conflict cases, the Roseau Police Department does not generate Initial Complaint Reports and, instead, contacts the conflict investigating agency by telephone and then provides copies of any complaints directly to the conflict investigating agency, therefore, there is no data.
