subject: Criminal complaint against Duluth Police Chief Gordon Ramsay for harassment, misconduct of a public official and multiple & blatant violations of MGDPA
Nathan R. Gove, Executive Director, Minnesota Board of Peace Officer Standards and Training (POST) Board 651-201-7788:
Attached is my formal complaint against Duluth Police Chief Gordon Ramsay. The only reason I am filing this valid complaint is to prove to the world that the Minnesota Board of Peace Officer Standards and Training (POST) Board is just as much of a sham and a fraud as the Duluth Police dept and the St. Louis Co. Sheriff's dept.
Terry Dean, Nemmers (320) 283-5713
P.S. Did you make the wild and outrageous claim in your Jan 22, 2016 email that my mailing address was "unknown" to help rig the investigation for the corrupt MN Dept of Natural Resources? Inquiring minds want to know, don't they? The world cannot hate you; but me it hateth, because I testify of it, that the works thereof are evil. John 7:7 King James Version (KJV)

Re: Criminal complaint against Duluth Police Chief Gordon Ramsay for harassment, misconduct of a public official and multiple & blatant violations of MGDPA
Ross Litman, St. Louis Co. Sheriff 218-726-2340:
This is my formal complaint against Duluth Police Chief/Immediate Past President, Minnesota Chiefs of Police Association Board of Directors/Preordained Wichita Police Chief Gordon Ramsay for harassment, misconduct of a public official and multiple violations the Minnesota Government Data Practice Act (MGDPA). Below is just some of the readily available, free, electronic, public data that Ramsay is currently illegally withholding from me:
1. Criminal Complaint (ICR: 15084594) against ISD 709's corrupt Superintendent Billy Gronseth. (Gordy doesn't want me filing a legitimate complaint with the Board of School Administrators against his partner in crime, does he?) (Note: Janet L. Mohr, Executive Director Board of School Administrators is also illegally withholding readily available, free, electronic, public data from me. Ex: continuing education data I requested in a phone message I left on 11/30/2015. No surprise, right?)
2. False police report against ISD 709 School board member Art Johnston
3. False arrest of Loren Martell, now former ISD school board candidate
4. Criminal investigative data for the rigged investigation/undercharged prosecution of Duluth Police Officer Richard "The Thug" Jouppi 69DU-CR-12-3443.
Ramsay also tried to defraud me out of $130.00 for the readily available, free, electronic, public data called the Duluth Police dept. Lexipol policy and procedure manual. A valid complaint was filed with the corrupt City of Duluth. However, my valid complaint was ignored. No surprise, right? I have reason to suspect that Ramsay was retaliating against me for blowing the whistle on his criminal acts.
I exposed the fact that Ramsay had illegally released Duluth Police Officer Richard "The Thug" Jouppi confidential data (ICR# 12187930) in rigged/undercharged case no. 69DU-CR-12-3443. The illegally released confidential data clearly showed that Jouppi had destroyed the DVD of the beating of Native American Anthony Jackson; Jouppi had falsified property/evidence forms to cover up the destruction of the evidence; the confidential clearly showed that Jouppi not only engaged in criminal misconduct of a public official, but third degree felony assault – substantial bodily harm (Jackson required stitches). And I did break the story on the change of venue. Of course, my coverage was part of the reason for the change of venue, wasn't it? It was, wasn't it? I also exposed Friday/Memorial Day weekend (5/24/2013) dumping of the change of venue. Plus, I successfully called Jouppi's rigged verdict into question. Ramsay is deluded enough to think that these are valid reasons to retaliate against me, isn't he? He is, isn't he?
By the grace of my Lord and Savior Jesus Christ, I have been slowly, but steadily increasing the number of acquittals and dismissals (felony cases) that result from my exposure of malicious prosecutions. Plus, I have exposed a number of the corrupt board members of the Minnesota Sheriffs' Association (MSA) [Immediate past President Carlton Co. Sheriff Kelly Lake], the Minnesota Chiefs of Police Association (MCPA) [President Three Rivers Park Police Chief Hugo McPhee], and the Minnesota Board of Peace Officer Standards and Training (POST) [Douglas Co. Sheriff Troy Wolbersen who willfully violate the MGDPA. In my collection, I have an audio statement from a (current?/past?) law enforcement officer who attended a seminar in which I was discussed. My source said that his fellow LEO's were “scared” of me because I was so effect in exposing corrupt local officials with public data. This makes sense since Minnesota Governor Mark Dayton has withheld from me the judicial selection committee job opening announcement after the retirement of corrupt Stevens Co. judge Gerald Seibel. Dayton is upset since I exposed his preordained selection of Tracy M. Smith, Page 1 of 11
Deputy General Counsel for the University Of Minnesota/At-Large Member, Commission on Judicial Selection for a Court Of Appeals position, isn't he? He is, isn't he?
Which bring us to another example of Ramsay's deluded thinking justifying retaliation against me: I exposed what appears to be Ramsay's preordained job as Wichita's Chief of Police. I contacted the so-called important people of Wichita, Kansas by email and emailed them the following clear, precise and unquestionable information about Ramsay's criminal past:

I also have audio statements from the following corrupt individuals: Mary Dean, President, Kansas Justice Advocate, Inc (316) 371-2253 email: mary0506@cox.net;Tom Shine, Deputy editor/print 316-268-6268 Tshine@wichitaeagle.com; Tim Potter, Crime and general assignment, 316-268-6684, TPotter@wichitaeagle.com, Doug Anstaett, Executive Director, Kansas Press Association 785.271.5304 danstaett@kspress.com; Michelle Parks, KWCH 12 Eyewitness News Producer (888) 512-6397 mparks@kwch.com; Deb Farris anchors KAKE News at 4 deb.farris@kake.com (316) 943-4221; Jennifer Magana, City Attorney & Director of Law (316) 268-4681 jmagana@wichita.gov; Passive-aggressive staff of Marc Bennett, District Attorney 316.660.3600 aaron.breitenbach@sedgwick.gov.
The so-called important people of corrupt Wichita, Kansas essentially all told me to “Go to Hell!”. No surprise, huh? Plus, I never heard back on my valid complaint that I filed with Jennifer Magana, City Attorney & Director of Law, did I? I didn't, did I? Again, no surprise, right? Oh, Janet L. Mohr, Executive Director Board of School Administrators is in possession of all three pdf attachments. I'm sure that she will gladly email you all three attachments. When you contact Mohr tell her to stop illegally withholding my readily available, free, electronic, public data that she is currently illegally withholding from me, okay? Could you also tell Mohr to stop trying to rig the investigation for Gronseth? Hmm?
I am only filing this valid complaint to prove to the world that the City of Duluth Police dept. and the St. Louis Co. Sheriff's dept. are both a sham and a joke as law enforcement agencies. The world cannot hate you; but me it hateth, because I testify of it, that the works thereof are evil. John 7:7 King James Version (KJV).

In situations in which the requester clearly identifies the data sought, and the data exist (other than the compilation of the policy letters), the only thing that seems to be required of the government entity, in order to meet its statutory obligation, is to photocopy the data and provide it to the requester. A response five weeks later is neither prompt nor reasonable. Opinion: Based on the correspondence in this matter, my opinion on the issues raised by Ms. Kerr is as follows: The Department does not appear to have met its obligation, pursuant to Chapter 13, to provide Ms. Kerr with prompt and reasonable access to public government data. Due to the fact that JACKSON was in custody, I read JACKSON the Miranda warning. JACKSON understood the Miranda warning and agreed to speak to me. The interview was audio recorded and a copy of the audio recording is included in the evidence. ICR# 12187930 by Lt. Kazel Reported date: 09/24/2012. Page 5 and 6 of 15. I Lieutenant Kazel attempted to conduct a voluntary interview with Officer Jouppi but he refused the under the recommendation of his attorney. ICR# 12187930 by Lt. Kazel Reported date: 09/24/2012. Once they were in ER room, they uncuffed JACKSON, loosened his cuffs, and cuffed him to a chair while the doctor stitched him up. ICR# 12187930 by Lt. Kazel Reported date: 09/24/2012. Page 10 of 15. During transport JACKSON continued to be verbally abusive toward Peterson and and insisted that he needed to go back to San Marcos and didn't approve of the fact that they were bringing him to jail. Once they arrived at the jail while they were taking him out of the car inside the car sally port for the jail, Peterson said JACKSON said to her 'you're lucky that I'm in handcuffed, otherwise I'd punch you too'. Peterson doesn't believe the comment was captured on the L3 in-care audio video camer due to the fact that they were outside of the car when the statement was made. ICR# 12187930 by Lt. The first written document of evidence from this case is medical information from St. Luke's Hospital from 09/21/21/2012 on the patient of ANTHONY J. JACKSON. I, Lt. Kazel, received written consent by JACKSON to retrieve the medical records from his visit to St. Luke's Hospital on 09/21/2012. The Page 8 of 11
report is five pages along with the signed consent form attached which is the 6th page. ICR# 12187930 by Lt. Kazel Report #3. Reported date: 09/24/2012. Page 1 and 2 of 2. (Confidential data released to Nemmers during active Case No. 69DU-CR-12-3443 State of Minnesota vs Duluth Police Officer Richard "The Thug" Jouppi) I could see JACKSON was bleeding from his forehead, from what appeared to be a small laceration. JACKSON was verbally uncooperative when we arrived at St. Lukes, but he did get out of the squad and into a wheelchair to be brought into the hospital. Inside, I was told by hospital staff the laceration on his forehead was indeed an old injury which they had patched up last week, gluing it to stop the bleeding. It appeared to them it had opened back up again and due to that fact, they would be stitching this time. ICR# 12185014 Officer A. Peterson, (Squad 26) Reported date: 09/21/2012 Page 3 of 3. Officer Jouppi and I waited while JACKSON's forehead was stitched. During that time I did take a picture of Officer Jouppi's face were I could see two small marks right under his left eye where it appeared to small blood vessels had broken. ICR# 12185014 Officer A. Once JACKSON was secured I noticed that he had a laceration on his forehead. Officer Peterson transported JACKSON to St. Luke's where it was determined he had a previous laceration which had been medically glued, reopened during the scuffle with me at detox. Officer Peterson used my POSCI camera to document scrapes and redness near my left eye forehead area. Jackson was medically cleared and Officer Peterson transported him to St. Louis County Jail where he was lodged for 4th degree on an officer with demonstrable harm, 609.2231.1, a felony. See Officer Peterson's supplemental report for additional details. Later I retrieved a DVD copy of security footage from inside detox and placed it into property as evidence. Pursuant to the dictates of the Model Code of Judicial Conduct Canon 1 and Canon 4, judicial candidates should take steps to minimize the risk of conflict with judicial obligations. Additionally, these standards urge judicial candidates to avoid any personal or business related conflict of interest that may inappropriately affect the selection process. If a real conflict or a potential conflict of interest exists between a judicial candidate and a nominating commission, appointing authority, endorsing authority, eligibility commission, or media interest, the judicial candidate should take the necessary steps to disclose such a conflict to those responsible for judicial selection or review. If disclosure of a substantial conflict cannot diminish the ill effects of the controversy, or if disclosure is not a reasonable option, the judicial candidate should withdraw from the selection process. subject: IACP's screwy vetting process recommends common criminal Duluth Police Chief Gordon Ramsay apply for Wichita job?
Vincent Talucci, Executive Director International Association of Chiefs of Police (IACP) Direct: 703-647-7208 Mobile: 571-428-9034 Main line: 800-THE-IACP 843-4227
Please explain to me how your IACP headhunter came up with the wild and outrageous idea that Duluth Chief of Police Gordon Ramsay should apply for the City of Wichita's Chief of Police position? I'm especially curious since I just filed a criminal complaint with the St. Louis Co. Sheriff's dept and a complaint with the MN Police Officer's Standards and Training (POST) board against Ramsay on Monday, January 25, 2016. In the name of transparency, please email me the following readily available, electronic data:
1. IACP's Form 990 for years 2012-2014.
2. IACP's Annual reports for years 2012-2014.
3. IACP's vetting process protocols.
Why didn't your IACP headhunter contact me about Duluth Police Chief Gordon Ramsay, huh? Or does IACP's so-called vetting process produce a one-sided promotional product that is sanitized of embarrassing, negative, and incriminating facts? Inquiring minds want to know, don't they? Did you bother to check the free, readily available, electronic, public criminals records on the high profile beating of Native American Anthony Jackson by Duluth Police Office Richard Jouppi? How is it possible that you didn't know that Ramsay illegally sent me confidential documents while Jouppi's case 69DU-CR-12-3443 was still open, huh? How could have IACP's computer searches missed my data about Ramsay illegally withholding readily available, free, electronic, public data from me, huh? How could your vetting process miss Ramsay's blatant political agenda to be less transparent on public data for MN's body cameras, huh? You just rubber-stamped unqualified Ramsay as qualified, didn't you?
Not to mention that cops are trained and professional liars (Reid Technique), right? You'd have to be pretty stupid to blindly believe whatever Ramsay said, wouldn't you? It sounds like the International Association of Chiefs of Police ran an elaborate scam on the dupes of Wichita, doesn't it? It does, doesn't it?

vet verb: to investigate (someone) thoroughly to see if they should be approved or accepted for a job : to check (something) carefully to make sure it is acceptable.
due diligence noun 1: the care that a reasonable person exercises to avoid harm to other persons or their property 2: research and analysis of a company or organization done in preparation for a business transaction (as a corporate merger or purchase of securities).
Background check. The act of reviewing both confidential and public information to investigate a person or entity's history. Background checks are commonly performed by employers to ensure that: (1) an employee is who he or she says they are, (2) to determine that the individual does not have a damaging history (such as criminal activity) that may reflect poorly on the company, (3) to confirm information that an applicant included on their application for employment. http://www.businessdictionary.com/definition/background-check.html
9. Does this mean that the prosecutor just rubber-stamps the arresting officers assessment of the suspect's probable guilt? Not always, but many times yes. Though prosecutors technically have powerful discretion in their charging decisions, political realities are such that they often don't use it. Instead, if the police say charges should be brought, prosecutors charge. For a number of reasons, many prosecutors view their role as house counsel for the local police department. One reason is that prosecutors would be out of business without police. A second is that every time a prosecutor decides not to file charges, the prosecutor is implicitly, if not directly snubbing the arresting officer. Attorneys Paul Bergman & Sara J. Berman.
