However, I have a reasonable suspicion that you will find out how the real injustice system works, haven't I? You'll find out that the so-called "important people," like Click and Myers, can think and act like their above the law, won't you? I am also sure that you are aware of the UMM student newspaper scandal that has haunted Prof Myers. You're sending my data request for readily available free electronic public data to the malicious harasser Susan McKinney, Director of Records and Information Management? Is that what you said? Oh, I get it, don't I? You didn't have the intestinal fortitude to tell me that little detail on the phone, did you? In a phone conversation you would have to document my legitimate complaint, wouldn't you? You would, wouldn't you? And you don't want to document nor investigate something that would most likely incriminate you, right? And I have a reasonable suspicion that you are the mastermind behind the illegally withholding of my readily available free electronic public data, don't I? So in a way you are "lawyering up," aren't you?
And for your information, the Detroit Lakes PD responded (Wed, Nov 11, 2015 at 11:15 AM) in less than (1) one hour to the data request (Wed, Nov 11, 2015 at 10:27 AM) for the criminal complaints that I filed against corrupt local officials who were violating the MN data practice act, didn't they? And you've been illegally withholding my readily available free electronic data for over a year now, right? That's right, isn't it? I'll be calling back to see if you have your voice mail greeting changes and to file a complaint, won't I? You'll have your audio recorder and/or note pad handy, won't you?

I am attaching your requested documents #1 and #3. City Administrator Louiseau will have to get you the current personnel handbook and the data practice manual (if there is a separate manual for that topic). If you are inquiring about the status of any criminal complaints, you would have to talk with the appropriate prosecuting authority to get that information as the decision to prosecute criminal complaints rests with those agencies.

When handling a complaint be polite and never argue with the complainant even if he/she is angry, unreasonable or insulting towards you and the City. Stay calm, cool and collected. Don't take criticisms personally and you will be better able to help solve the problem rather than become a part of it. If you receive a complaint, it is very important to follow through properly. accomplished by doing the following: This can be 1. Receive and record information pertinent to the complaint; 2. Determine which City employee is responsible to investigate and take corrective action and forward the complaint accordingly; 3. Follow up on what action has been taken to correct the problem. 4. 13.03 ACCESS TO GOVERNMENT DATA. Subd. 3. Request for access to data. (a) Upon request to a responsible authority or designee, ... (d) ... The responsible authority, upon the request of any person, shall provide sufficient documentation to explain and justify the fee being charged. (e) The responsible authority of a government entity that maintains public government data in a computer storage medium shall provide to any person making a request under this section a copy of any public data contained in that medium, in electronic form, if the government entity can reasonably make the copy or have a copy made. (f). Upon the request of any person denied access to data, the responsible authority or designee shall certify in writing that the request has been denied and cite the specific statutory section, temporary classification, or specific provision of federal law upon which the denial was based. Subd. 2. Procedures. (a) The responsible authority in every government entity shall establish procedures, consistent with this chapter, to insure that requests for government data are received and complied with in an appropriate and prompt manner. 13.05 DUTIES OF RESPONSIBLE AUTHORITY. Subd. 12. Identification or justification. Unless specifically authorized by statute, government entities may not require persons to identify themselves, state a reason for, or justify a request to gain access to public government data. A person may be asked to provide certain identifying or clarifying information for the sole purpose of facilitating access to the data. 13.43 Personnel Data (1) name; employee identification number, which must not be the employee's Social Security number; actual gross salary; salary range; terms and conditions of employment relationship; contract fees; actual gross pension; the value and nature of employer paid fringe benefits; and the basis for and the amount of any added remuneration, including expense reimbursement, in addition to salary; (2) job title and bargaining unit; job description; education and training background; and previous work experience; ... (4) the existence and status of any complaints or charges against the employee, regardless of whether the complaint or charge resulted in a disciplinary action; (5) the final disposition of any disciplinary action together with the specific reasons for the action and data documenting the basis of the action, excluding data that would identify confidential sources who are employees of the public body; (6) the complete terms of any agreement settling any dispute arising out of an employment relationship, including a buyout agreement as defined in section 123B.143, subdivision 2, paragraph (a); except that the agreement must include specific reasons for the agreement if it involves the payment of more than $10,000 of public money; (7) work location; a work telephone number; badge number; work-related continuing education; and honors and awards received; and
