District Supervisor for the Minnesota Department of Corrections Brad Odegard and Crew Supervisor Mike Martin met before the Board to discuss the Sentence to Service program. The costs for the program in Chippewa and Yellow Medicine Counties is being split between the two counties on a 50/50 basis. The current contract will expire on June 30, 2015. Commissioner Lieser moved, second by Commissioner Dahlvang, to authorize the Chair to execute a new agreement for the period of time from July 1, 2015 thru June 30, 2017. The motion passed by a unanimous vote. REGULAR BOARD MEETING OF FEBRUARY 17, 2015 The Board of County Commissioners of Chippewa County, Minnesota, met in regular session on Tuesday, February 17, 2015 at 1:30 p.m. in the courthouse in Montevideo, Minnesota. The new contract covers the time period of July 1, 2017 through June 30, 2019. REGULAR BOARD MEETING OF MAY 2, 2017 The Board of County Commissioners of Chippewa County, Minnesota, met in regular session on Tuesday, May 2, 2017 at 9:00 a.m. in the Courthouse in Montevideo, Minnesota. Commissioners present were Chairman, Jim Dahlvang, Dave Nordaune, David Lieser, Jeffrey Lopez and Matt Gilbertson. Others present County Attorney David Gilbertson.
Regular Agenda Sentence to Service (STS) Funding 4-27-10-03 6W Corrections Director Midge Christianson met with the Board to discuss a reduction in State funding to the STS program. Also present for the discussion were County Sheriff Bill Flaten, County Jail Administrator Kathy Busack, Minnesota Department of Corrections District Supervisor Brad Odegard and STS Crew Leader Mike Martin. Currently one STS crew serves Yellow Medicine, Lac qui Parle and Chippewa Counties. The funding split for State fiscal year 2011 for one STS crew position was previously established as a 50/50 cost share between the MN Department of Corrections and the three counties. As a result of the recent passage of the State budget bill the Legislature reduced STS funding by 25%. In order to maintain the STS program the three counties would now need to contribute 75% of the cost of the program. Ms. Christianson informed the Board that Chippewa County had stated they were interested in providing the extra county contribution for the STS program. Lac qui Parle County voted to no longer participate in the program. With Lac qui Parle County no longer participating in the program and the decrease in State fimding the cost for the STS program would now go from $12,664.83 per county to $28,495.88 per county (assuming two counties participate). Administrator Krosch presented the Board with information showing the hours of service provided and the projects completed by the STS crew in Yellow Medicine County. Using 2009 STS hours as an example, Administrator Krosch pointed out that the per hour cost of the STS program to Yellow Medicine County under the new cost share with two counties participating would be almost $63 per hour. Administrator Krosch recommended the County no longer participate in the STS program because he believed the County did not have enough work for the STS crew to justify the $28,495 annual expense. There was also discussion about the possibility of charging a fee to non-county users of the STS to help pay for the cost. Ms. Christianson informed the Board that there is a 30 out clause in the STS contract where the participating counties can terminate the contract with or without cause. Motion by Commissioner Johnson and seconded by Commissioner Antony to approve participation in the STS program for State fiscal year 2011 ( July 1, 2010 through June 30, 2011) at cost share of 25% from the State Department of Corrections and 75% from Yellow Medicine County and at least one other county. Motion carried with Commissioners Antony, Wambeke, Remiger and Johnson voting in favor and Commissioner Sherlin voting against.Chairperson Jane Remiger called this regular meeting of the Yellow Medicine County Baord to order at 12:00 p.m. with Commissioners Louis Sherlin, Gary Johnson, Jane Remiger, Dick Wambeke and Ron Antony present. Deputy Namken went to project Turnabout to speak with LCW. LCW disclosed the following to Deputy Namken: She was working on the Sentence to Service (STSS) crew starting sometime in August 2016, then again from December to January 2017, and finally from April 2017 to May 2017.. While working on that crew, the STS Supervisor, Michael John Martin, DOB: 8/16/1969 (Defendant), had asked her to perform sexual acts on him and with him. Defendant is an employee of the Minnesota Department of Corrections. During each act that took place, LCW was an inmate at the Yellow Medicine County jail and under the supervision of the Defendant when out on the STS crew. In summary, the Defendant took her out on the the crew and got her alone. He asked her to perform fellatio or have sexual intercourse. In return, he provided her with extra freedoms not allowed by jail rules, cigarettes and pop, and would drop her off to see her kids and tell her that it would “cost her” for doing that. Defendant also told LCW not to tell anyone about the sexual relationship as she would get into trouble and “knows people.” He also said he is a person of power. LCW was afraid that if she did no do as Defendant wanted she would get into trouble at jail or not be taken to see her kids.
