Why oh why did your Bill Farmer, Sumter County Sheriff, Chairman, Florida Model Jail Standards Committee, Florida Sheriffs Association Ex-Officio Officer - Chaplain (352) 569-1600 sic your attack dog Sumter County Sheriff's Inspector/Florida Model Jail Standards Committee Accreditation Inspector James Aguiar, Jr. CJM, CAP after me? Why did Farmer order your attack dog Aguiar to make a harassing phone call to me on 06-07-19? See attached. Was it in retaliation for providing Farmer with clear, precise and unquestionable evidence that confidential attorney/client phone conversations for Osceola County prisoner Sandra Grazzini-Rucki were illegally released to the Lakeville Police Department in Minnesota? Was it in retaliation for providing Farmer with clear, precise and unquestionable evidence that Osceola County Sheriff Russell H. Gibson, Putnam County Sheriff Homer "Gator" DeLoach, III, and Osceola County Corrections Department Chief Bryan Holt all submitted fraudulent bills for readily available, free, electronic, public data? Did you report any of this misconduct to the proper authorities? Why oh why wasn't I contacted by your attack dog Aguiar's supervisor as per Sumter County personnel on 06-14-19? Inquiring minds want to know, don't they?
Terry Dean, Nemmers (320) 283-5713
P.S. When am I going to get my readily available, free, electronic, public data that Farmer is currently willfully refusing to provide to me? Five (5) minutes from never, right?
P.S.S. When are you going to launch an administrative investigation into Farmer's misuse of Sumter County resources pursuant to Florida Statute 125.01(s)? Five (5) minutes from never, right?
3. Electronic and computer records a. Electronic databases and files Information stored in a public agency’s computer “is as much a public record as a written page in a book or a tabulation in a file stored in a filing cabinet . . . .” 7 Thus, information such as electronic calendars, databases, and word processing files stored in agency computers, can all constitute public records because records made or received in the course of official business and intended to perpetuate, communicate or formalize knowledge of some type, fall within the scope of Ch. 119, F.S. 8 Accordingly, electronic public records are governed by the same rule as written documents and other public records—the records are subject to public inspection unless a statutory exemption exists which removes the records from disclosure. Florida Model Jail Standards What is FMJS? Florida Model Jail Standards LogoThe Florida Model Jail Standards are minimum standards which jails across Florida must meet to ensure the constitutional rights of those incarcerated are upheld. Prior to 1996, the Florida Department of Corrections was responsible for the standards and inspection process for local county jails. Legislation was passed in 1996 that gave the authority of inspections to the local level. This change required the Florida Sheriffs Association and Florida Association of Counties to appoint individuals to serve on a Committee that would govern standards that local jails must comply with. The Florida Model Jail Standards Committee has three representatives appointed by the Florida Sheriffs Association and two appointed by the Florida Association of Counties. Florida Sheriffs Association provides support to the FMJS Committee; however the FMJS Committee is a separate entity. Committee members serve two-year terms and elect a chair. The goal of the FMJS Committee is to develop and continually enforce model standards adopted by the group. There are six subcommittees each having distinct missions and objectives: Isaiah Dennard Jail Services Coordinator Isaiah Dennard https://www.flsheriffs.org/law-enforcement-programs/florida-model-jail-standards
Florida Model Jail Standards Code of Ethics for Jail and Medical Inspectors Florida Model Jail Standards Inspectors Code of Ethics and Professional Conduct Goals Enhance the professionalism and the effectiveness of the inspectors and the inspection process. Don't you want to do a front page story on a cover-up that involes Sumter County Sheriff, Chairman, Florida Model Jail Standards Committee, Florida Sheriffs Association Ex-Officio Officer - Chaplain Bill Farmer, Osceola County Sheriff Russell H. Gibson, Putnam County Sheriff Homer "Gator" DeLoach, III, and Osceola County Corrections Department Chief Bryan Holt? Don't you want to do a front page story on how I'm being retaliated against for daring to submit Open Records requests for data related to the high-profile Haleigh Cummings' case and the high-profile Sandra Grazzini-Rucki case, aren't I? You'll still see that I've attached snippets of the harassing phone calls and the fraudulent bills that I've received, won't you?

P.S.S. Isn't it also true that Sumter County Times is the fourth pillar of a corrupt Sumter county?

Ben Scott, County Manager, Columbia County Board of County Commissioners (386) 719-1452:
So you are saying that constitutional official/Columbia County Sheriff/Florida Sheriffs Association President Mark Hunter guessed at whether or not my July 16, 2019 Open Records request is being worked on, right? Did your constitutional official/Columbia County Sheriff/Florida Sheriffs Association President Mark Hunter provide you with clear, precise and unquestionable evidence that a response was made to me? If so, please email it to me. Why? A check in my Gmail inbox and Spam filter shows no response from your constitutional official/Columbia County Sheriff/Florida Sheriffs Association President Mark Hunte, does it? Your constitutional official/Columbia County Sheriff/Florida Sheriffs Association President Mark Hunter wouldn't be lying to you, would he? Hmm? inquiring minds want to know, don't they?
Terry Dean, Nemmers (320) 283-5713
P.S. Why oh why didn't your constitutional official/Columbia County Sheriff/Florida Sheriffs Association President Mark Hunter just reply to me instead of having you forward his lies onto me, huh?

Furthermore fictitious evidence implicating the suspect in the crime should not be used when the suspect takes the position that he does not remember whether he committed the crime. (because of being intoxicated, for example). Under that unusual circumstance, it may be argued in court by a defense lawyer that the introduction of evidence was used to convince the suspect of his guilt. For these reasons, introducing false evidence during an interrogation should be considered only when other attempts to stop the suspect's persistent, but weak, denial have failed.
