subject: Fraudulent $2,493.52 Osceola County Bill - Cover-up Of Illegal Release Of Confidential Attorney-Client Jail Conversations For High-Profile Sandra Grazzini-Rucki Case
mailed-by: gmail.com
Brandon Layne, Captain blayne@kissimmee.org 407-847-0176 Ext. 3213:
Attached is my evidence for my formal criminal complaint that I would like to file against Osceola County Corrections Department Chief Bryan Holt. I have reason suspect that Holt ordered Osecola county personnel to create a fraudulent bill in the amount of $2,493.52 in order to retaliate against me for daring to expose the fact that confidential attorney-client jail conversations for high-profile Sandra Grazzini-Rucki case were released to the Lakeville Police Department in the state of Minnesota. See attached evidence. In MInnesota anyone is able to request what is called public portion of the initial complaint report. I am request Florida's equivalent to public portion of the initial complaint report for my complaint to be emailed to me.

When can I get a copy of the investigative report? Investigation ongoing If the law enforcement agency is still investigating the crime, members of the public will not be able to get a copy of the report. They can, however, get what’s often referred to as the public portion of the report containing basic information about the case that is classified as public. “She was told it’s a warrant for kidnapping,” MacDonald said. An Osceola County charging affidavit for Grazzini-Rucki lists a handwritten charge of kidnapping beneath typed depravation of custodial rights charges. Polinski said the charges are depravation of parental rights; conceal minor, take minor from parent and take minor, no court order. He said the kidnapping charge is probably a clerical error. Grazzini-Rucki will not fight extradition to Minnesota By Laura Adelmann, Sun Thisweek Oct 22, 2015 https://www.hometownsource.com/sun_thisweek/news/local/grazzini-rucki-will-not-fight-extradition-to-minnesota/article_e49f6fe3-0389-5486-a5f7-660a38b509dc.html
The charges and warrant for Grazzini-Rucki’s arrest were filed under seal because of police fears that she would go into hiding. But a reference to the warrant was accessible to the public on a Dakota County Sheriff website since at least last Friday. Dakota County Sheriff Tim Leslie blamed a glitch for allowing the display of records that were supposed to be kept under seal. The record was taken off the website Tuesday afternoon. 3. Electronic and computer records a. Electronic databases and files Information stored in a public agency’s computer “is as much a public record as a written page in a book or a tabulation in a file stored in a filing cabinet . . . .” 7 Thus, information such as electronic calendars, databases, and word processing files stored in agency computers, can all constitute public records because records made or received in the course of official business and intended to perpetuate, communicate or formalize knowledge of some type, fall within the scope of Ch. 119, F.S. 8 Accordingly, electronic public records are governed by the same rule as written documents and other public records—the records are subject to public inspection unless a statutory exemption exists which removes the records from disclosure.
