Amazing how fast "Corrupt little troll" Johnsrud "cut and ran" from his hiding place when I started asking about Glenwood Mayor "Drunk Formo's" dash camera video and the open security locks and the security gates at the Starbuck wastewater treatment plant, isn't it? Soon afterwards I (the whistleblower) started received (2) two notifications that Minnewaska Marine was sending me certified letters. I have a reasonable suspicion that "Corrupt little troll" Johnsrud aided and abetted Ted Razink Council Member/Minnewaska Marine owner and/or his passive-aggressive employees in filing a false police report. Pope Co. has a well-documented history of filing false police reports against me.

After I (the whistleblower) notified you that I had every intention of filing a false police report the certified letter notifications from Minnewaska Marine suddenly and mysteriously stopped, didn't they? They did, didn't they? However, I just recently received a harassing/intimidating visit from former Pope Co. Sheriff/Process server/Starbuck resident Mark Hedner. Hedner delivered a harassing/threatening letter to me from Assistant Starbuck city attorney/Assistant Pope Co. Attorney/Glenwood City Attorney Todd Roth. Not only does the harassing and threatening letter make wild and outrageous claims but it foreshadows malicious prosecution for filing a legitimate complaint against people who file false police reports against me (the whistleblower), doesn't it? Hello- attached you will find the NPDES/SDS permit for the city of Starbuck and a copy of the complaint information.  I will send any communication with the city in a separate e-mail.  You won’t find a direct permit cite for the unlocked fence.  A locked fence is part of the design standards and its purpose is to keep unauthorized individuals and animals out of the wastewater treatment facility.  Design standards are approved by the permit so it in an indirect requirement.

I just wanted to inform you that I have received confirmation from the MInnesota Pollution Control Agency (MPCA) that they have received my complaint that I filed in regard to the threat to public safety by the security fence and the security fence locks not being secured on multiple occasions at the City of Stabuck Wastewater Treatment Facility. Apparently, Pope Co. Sheriff Timmy "The Perjurer" Riley and City of Starbuck Chief of Police Mitch "Corrupt little troll" Johnsrud have not been doing their assigned patrols of the facility or have willfully ignored the the threat to public safety. I have a reasonable suspicion that Timmy and Mitch just ignored the unsecured locks and the unsecured gates, haven't I? Did your client, the City of Strabuck, contact you of the is potential liability? I have a reasonable suspicion that they didn't, haven't I?
In attempt to cover up this misuse of public funds and criminal misconduct (Not even mention the Formo scandal and the blinker scandal, right?) I have been harassed, intimidated and threatened by Pope County, City of Starbuck and City of Glenwood personnel. I have some incriminating video of City of Starbuck's Data Practices Compliance Official/Responsible Authority/ity Clerk Andrew Langholz, willfully violating the Minnesota Data Practice laws by not handing me the City of Starbuck's 2015 data practice manual upon request. No surprise, huh? I also have an incriminating video of City of Glenwood Administrative Assistant Kim Kremin willfully refusing to hand me a readily available copy of the City of Glenwood's data practice manual. Again, no surprise, huh? The best part of the video is where corrupt City of Glenwood Chief of Police Dale "the Falsifier" Danter, in his attempt to intimidate and harass me, makes the wild and outrageous claim that the City of Glenwood complies with the data practice laws, isn't it? It is, isn't it?
Plus, I did notify Pope Co. Sheriff Timmy "The Perjurer" Riley of my intent to file a criminal complaint against City of Starbuck Chief of Police Mitch "Corrupt little troll" Johnsrud for any attempt to illegally withhold drunk-driving Mayor Formo's dash cam video data, didn't I? Of course, we both know that Pope Co. is a lawless county, don't we? This is my formal complaint against Duluth Police Chief/Immediate Past President, Minnesota Chiefs of Police Association Board of Directors/Preordained Wichita Police Chief Gordon Ramsay for harassment, misconduct of a public official and multiple violations the Minnesota Government Data Practice Act (MGDPA). Below is just some of the readily available, free, electronic, public data that Ramsay is currently illegally withholding from me: 

1. Criminal Complaint (ICR: 15084594) against ISD 709's corrupt Superintendent Billy Gronseth. (Gordy doesn't want me filing a legitimate complaint with the Board of School Administrators against his partner in crime, does he?) (Note: Janet L. Mohr, Executive Director Board of School Administrators is also illegally withholding readily available, free, electronic, public data from me. Ex: continuing education data I requested in a phone message I left on 11/30/2015. No surprise, right?)
2. False police report against ISD 709 School board member Art Johnston
3. False arrest of Loren Martell, now former ISD school board candidate
4. Criminal investigative data for the rigged investigation/undercharged prosecution of Duluth Police Officer Richard "The Thug" Jouppi 69DU-CR-12-3443.

Ramsay also tried to defraud me out of $130.00 for the readily available, free, electronic, public data called the Duluth Police dept. Lexipol policy and procedure manual. A valid complaint was filed with the corrupt City of Duluth. However, my valid complaint was ignored. No surprise, right? I have reason to suspect that Ramsay was retaliating against me for blowing the whistle on his criminal acts.

I exposed the fact that Ramsay had illegally released Duluth Police Officer Richard "The Thug" Jouppi confidential data (ICR# 12187930) in rigged/undercharged case no. 69DU-CR-12-3443. The illegally released confidential data clearly showed that Jouppi had destroyed the DVD of the beating of Native American Anthony Jackson; Jouppi had falsified property/evidence forms to cover up the destruction of the evidence; the confidential clearly showed that Jouppi not only engaged in criminal misconduct of a public official, but third degree felony assault – substantial bodily harm (Jackson required stitches). And I did break the story on the change of venue. Of course, my coverage was part of the reason for the change of venue, wasn't it? It was, wasn't it? I also exposed Friday/Memorial Day weekend (5/24/2013) dumping of the change of venue. Plus, I successfully called Jouppi's rigged verdict into question. Ramsay is deluded enough to think that these are valid reasons to retaliate against me, isn't he? He is, isn't he?

By the grace of my Lord and Savior Jesus Christ, I have been slowly, but steadily increasing the number of acquittals and dismissals (felony cases) that result from my exposure of malicious prosecutions. Plus, I have exposed a number of the corrupt board members of the Minnesota Sheriffs' Association (MSA) [Immediate past President Carlton Co. Sheriff Kelly Lake], the Minnesota Chiefs of Police Association (MCPA) [President Three Rivers Park Police  Chief Hugo McPhee], and the Minnesota Board of Peace Officer Standards and Training (POST) [Douglas Co. Sheriff Troy Wolbersen who willfully violate the MGDPA. In my collection, I have an audio statement from a (current?/past?) law enforcement officer who attended a seminar in which I was discussed. My source said that his fellow LEO's were “scared” of me because I was so effect in exposing corrupt local officials with public data. This makes sense since Minnesota Governor Mark Dayton has withheld from me the judicial selection committee job opening announcement after the retirement of corrupt Stevens Co. judge Gerald Seibel. JACKSON was assisted back into his wheelchair and escorted out of the facility back to the police squad and driven to St. Luke's where he was given care for his injuries and was transported to St.                                                                   Page 7 of 11

Louis County Jail where he was booked for 4th Degree Assault. At the end of JOUPPI's report, it states that he retrieved a DVD copy of the security footage from inside the detox facility and placed it into evidence by JOUPPI.  A search of the property and evidence records show no property being placed into evidence by JOUPPI. After the viewing of the video and consulting with City Attorney, command staff and use of force instructor Sgt. Shene, it was determined that the force that Officer JOUPPI used was excessive and that at least 5th Degree Assault had occurred on Mr. JACKSON by Officer Jouppi. A criminal investigation was ordered by Deputy Chief Tusken and I, Lt. Kazel, was appointed to lead that investigation. The following report will detail my findings during that investigation. On 09/25/2012 at 1520 hours I, Lt. Kazel along with Investigator Saletel, went to the St. Louis County Jail and met with ANTHONY JACKSON. Due to the fact that JACKSON was in custody, I read JACKSON the Miranda warning. JACKSON understood the Miranda warning and agreed to speak to me. During transport JACKSON continued to be verbally abusive toward Peterson and and insisted that he needed to go back to San Marcos and didn't approve of the fact that they were bringing him to jail. Once they arrived at the jail while they were taking him out of the car inside the car sally port for the jail, Peterson said JACKSON said to her 'you're lucky that I'm in handcuffed, otherwise I'd punch you too'. Peterson doesn't believe the comment was captured on the L3 in-care audio video camer due to the fact that they were outside of the car when the statement was made. ICR# 12187930 by Lt. JACKSON was verbally uncooperative when we arrived at St. Lukes, but he did get out of the squad and into a wheelchair to be brought into the hospital. Inside, I was told by hospital staff the laceration on his forehead was indeed an old injury which they had patched up last week, gluing it to stop the bleeding. Once JACKSON was secured I noticed that he had a laceration on his forehead.
