I have reason to suspect that Pierce Co. Circuit Court Judicial Officer Joseph D. Boles is conspiring 1 with Pierce Co. District Attorney David Olson and Pierce Co. Sheriff Nancy Hove to obstruct justice in Pierce County Case Number 2019CF000226 State of Wisconsin vs. Field McConnell 2 . My reasonable suspicions are based on the court record, Pierce Co. Sheriff Nancy Hove’s willful refusal to comply with the Wisconsin Open Records laws and my audio recorded conversations with Pierce Co. Sheriff Nancy Hove, Pierce Co. Chief Deputy Steve Albarado, Pierce Co. Jailer Sergeant Sandy Larson and Pierce County Clerk of Circuit Court Kerry Feuerhelm.

On 01-06-20 I emailed (joseph.boles@wicourts.gov) Pierce Co. Circuit Judicial Officer Joseph D. Boles my concerns that readily available, free, electronic, public data that called into question 4 the extradition to Florida of Field McConnell was being withheld from me by Pierce Co. Sheriff Nancy Hove. I also informed Boles of my reasonable suspicions that Pierce Co. District Attorney David Olson was conspiring with Hove to withhold this damning information from me. See attached email. Attached to the email were incident reports from the Pierce Co. Sheriff department which appeared to show that a licensed Florida attorney named Kim Picazio 3 was filing false police reports against Field McConnell. The false police reports 5,6 were attached to my email to Boles.

Boles was notified via email that the following readily available, free, electronic, public data was being illegally withheld from me:
1. The preliminary audio statements 7 that correspond to the false reports filed by Florida attorney Kim Picazio.
2. The incident reports and the squad audio/video and body camera video for the service of process for Kim Picazio Petitioner vs. Field McConnell Respondent Broward County Case Number: DVCE19007230.
3. The incident reports and the squad audio/video and body camera video for the apparent false arrest of Field McConnell.

My email to Boles included evidence that indicated that licensed attorney Picazio had been filing false police reports not only in Wisconsin but also in Minnesota and Florida. Evidence that Picazio had been filing false police reports against Field McConnell in Wisconsin would not only call Picazio’s credibility into question but it would would call the validity of the extradition of Field McConnell to Florida into question.

An examination of the court record for Broward County Case Number: DVCE19007230 Kim Picazio Petitioner vs. Field McConnell Respondent 8 seems to indicate a problem with the service of process of to Field McConnell. Somehow DVCE19007230 was able to proceed without the affidavits of service. The Broward court record indicates the injunction that was allegedly served on Field McConnell on 10- 09-19 wasn’t filed in DVCE19007230 until 12-05-19. It is my understanding that according to Florida law the injunction is only valid, if and only if, the injunction is served by the Sheriff’s department. One wonders how DVCE19007230 could proceed without proof of a valid service of process being filed in a timely manner.

Plus, with evidence that Picazio had been filing false police reports against Field McConnell previously and no valid proof of service for DVCE19007230 being filed in a timely manner one comes to the reasonable conclusion that the arrest of Field McConnell was actually a false and malicious arrest. Which would again be motives for Pierce Co. District Attorney David Olson and Pierce Co. Sheriff Nancy Hove to not only illegally withhold this readily available, free, electronic public data from me but also withhold it from defendant Field McConnell.

Apparently, neither Hove nor Olsen can fall back onto their expensive and time-consuming work- related continuing education when it comes to complying with the Wisconsin Open Records laws, Brady requirements nor their duties and obligations as officers of the Pierce Co. Circuit Court. Not only should the above mention data be electronically transferred 11 to me and defendant Field McConnell in a timely manner but it should have been brought to the attention of Boles long before an extradition hearing for Field McConnell commenced.

On 02-06-20 I had the extreme displeasure of recording phone conversations with Pierce Co. Jailer Sergeant Sandy Larson and Pierce County Clerk of Circuit Court Kerry Feuerhelm. I called both Larson and Feuerhelm to find out the meaning of the bizarre 02-05-20 entry into the court record for 2019CF000226. Prior to my recorded phone calls, I gathered that there was a problem with Field McConnell being able to file paperwork into the record at Pierce Co. Circuit Court.

Both Larson and Feuerhelm were extremely rude and hostile to me on the phone. They both continually interrupted me when I was speaking. Both abruptly and unilaterly ended the phone conversation before all my questions were answered and all my concerns were handled properly. One of my main concerns was whether or not Field McConnell was notified that paperwork was missing from his 02-05-20 filing. My other concerns were that both the jail and the court were conspiring to prevent Field McConnell access to the court record and Field McConnell’s inability to be present to physically at the Pierce Co. Circuit Court. Feuerhelm squarely laid the blame on Hove for not allowing Field McConnell to physically be present at the Pierce Co. Circuit Court for his scheduled hearings.

I have reason to suspect that Field McConnell was only allowed to file his paperwork on 02-06-20 after I have made the recorded called to Pierce Co. Jailer Sergeant Sandy Larson and Pierce County Clerk of Circuit Court Kerry Feuerhelm.

FYI: I was forced to lodge a criminal complaint against Field McConnell’s alleged victim Kim Picazio with the Lighthouse Point Police Dept in Florida. I reported to Lighthouse Point police personnel that Picazio was using perjured testimony to harass me. My statement was recorded.

It is my firm belief that the Field McConnell would never have been arrested had Pierce Co. Circuit Court Judicial Officer Joseph D. Boles is conspiring 1 with Pierce Co. District Attorney David Olson and Pierce Co. Sheriff Nancy Hove done their advertised job. I have serious doubts that Field McConnell will find any justice in Pierce Co. Circuit Court Judicial Officer Joseph D. Boles’ court.

I was advised the complainant Kim Lowry Picazio F/W [redacted] who is an attorney in Fort Lauderdale, FL wanted to report threats that had been made by Field Mcconnell [redacted] M/W via his YouTube page. Contact With Kim Picazio: I made phone call with Kim. Videos: I watched the video from August 14, 2019. ... I did not hear any direct threat to Kim or any judicial figure in this video.

Activity: On Wednesday October 2, 2019 I, Andrew S. Thoms was working by Dispatch to talk to a Kim Picazio in regards to this case. I called Kim who wanted information relayed regarding additional threats that Field McConnell had posted on his u-tube channel against her. She stated that she is an attorney out of Florida and has been dealing with him for quite some time. I looked at some of the videos however they were very lengthy and did not want them in their entirety. In the videos Mr. McConnell appeared to on about several things and the clips I watched did not find anything threatening however, I did not watch the entire clip. Kim stated that she would have her staff transcribe them and point out the parts where Mr. McConnell threatened her. We discussed the situation for quite some time and I explained to her the statute she had in mind did not fit the criteria in WI and at that point at the very least it may be disorderly conduct. She stated that she understood. I advised her I would document what was occurring. I gave her my email address information and as of Friday October 4, 2019 I had not received an email from Kim regarding the information she was going to send me. I ended my contact with her a short time later.

Activity: On Wednesday October 2, 2019 I, Andrew S. Thoms was working by Dispatch to talk to a Kim Picazio in regards to this case. I called Kim who wanted information relayed regarding additional threats that Field McConnell had posted on his u-tube channel against her. She stated that she is an attorney out of Florida and has been dealing with him for quite some time. I looked at some of the videos however they were very lengthy and did not want them in their entirety. In the videos Mr. McConnell appeared to on about several things and the clips I watched did not find anything threatening however, I did not watch the entire clip. Kim stated that she would have her staff transcribe them and point out the parts where Mr. McConnell threatened her. We discussed the situation for quite some time and I explained to her the statute she had in mind did not fit the criteria in WI and at that point at the very least it may be disorderly conduct. She stated that she understood. I advised her I would document what was occurring. I gave her my email address information and as of Friday October 4, 2019 I had not received an email from Kim regarding the information she was going to send me. I ended my contact with her a short time later.
