SUPPLEMENT Dakota Investigations Case Number: 18900089 Title: Criminal Defamation Memo TO: File – In Re the Custody of: C.A.M. - Myers and Hartger – Court File Number 19AVFA15-2677 FROM: The Honorable Ann Offerman On February 20 and 21, 2020, Respondent Jessica Hartger sent various emails to the Court’s law clerk, opposing counsel, the Chief Judge of the First Judicial District, and others. Some of these emails included oblique threats toward the Court. After consultation with the Chief Judge, I reported these threats to law enforcement listing the Court as a victim in law enforcement records. Subsequently, law enforcement informed the Court that Ms. Hartger was posting about the Court on social media. Law enforcement advised the Court that Ms. Hartger’s location was unknown and that she was subject to a bench warrat in a felony criminal matter. The Court viewed Ms. Hartger’s public social media to determine if she was making further threats toward the Court or its staff. The Court deemed this to be an emergency and reasonably believed that no party would gain a procedural, substantive, or tactical advantage as a result. Any information learned from social media posts attributed to Ms. Hartger will not be used to render a decision in this matter. On April 6, 2020, law enforcement informed the Court that Ms. Hartger was again subject to a bench warrant, her whereabouts were unknown and she had posted threatening statements related to the Court on social media. The charges and warrant for Grazzini-Rucki’s arrest were filed under seal because of police fears that she would go into hiding. But a reference to the warrant was accessible to the public on a Dakota County Sheriff website since at least last Friday.
